    1. AlburyCity acknowledges the Wiradjuri people as the Traditional Custodians of the land in which we live and work and we pay our respects to Elders past, present and future for they hold the memories, culture, tradition and hopes of Aboriginal and Torres Strait Islander people that contribute to our community.

AlburyCity, like many councils across Australia, faces the competing challenges of getting service levels right, building essential infrastructure to support population growth and ageing assets, and ensuring communities see value for money. An exciting opportunity now exists to address these challenges and drive AlburyCity’s transformation to long-term financial sustainability.
    3. AlburyCity’s adopted Four Year Delivery Program 2025–2029, along with the draft 2026/27 Budget documents and supporting Long-Term Financial Plan (LTFP), outline a disciplined and forward-focused approach to delivering essential services, infrastructure and community outcomes for a growing regional city. The suite of draft 2026/27 Budget documents and the Long-Term Financial Plan are available here on the AlburyCity website.
  1. In the current economic climate, AlburyCity is operating within a constrained financial environment, with a clear organisational focus on strengthening long-term financial sustainability. This includes making considered decisions about service levels, prioritising essential infrastructure and ensuring value for money across all activities. Council is actively working to live within its means while continuing to invest strategically in the city’s future, recognising that not all initiatives can be funded concurrently.
  2. A significant, organisation-wide Financial Sustainability Program is underway, supported by a structured change management approach. This program is focused on improving operating performance, prioritising asset renewal, strengthening financial resilience, and embedding more disciplined decision-making across the organisation to ensure services and infrastructure can be sustainably delivered over the long term.
  3. This environment presents a meaningful opportunity for a new Chief Executive Officer (CEO) to lead the next phase of organisational maturity. The role offers the chance to embed a culture of financial discipline, support organisation-wide change and innovation, and shape a sustainable service delivery model that balances community expectations with long-term affordability. With strong foundations already in place, the incoming CEO will play a critical role in driving transformation, strengthening organisational capability, and delivering lasting impact for the Albury community.
  4. Within this context, Council continues to progress a substantial pipeline of capital works and service delivery initiatives totalling approximately $380 million in projects through to 2029, with a strong emphasis on essential infrastructure, growth management and liveability outcomes.
  5. Key Focus Areas:
    1. Continued investment in critical water and wastewater infrastructure to support growth, maintain service reliability and meet future demand.
    1. Targeted investment in community facilities and public spaces that enhance liveability and support an active, connected community.
    1. Ongoing renewal and upgrade of roads, bridges and footpaths, with a focus on maintaining existing assets and improving safety and connectivity.
    1. Strategic investment in cultural, arts and civic infrastructure that supports community identity and economic activity, where aligned with priorities and funding capacity.
    1. Investment in drainage and flood mitigation infrastructure to respond to changing climate conditions and protect community assets.
  6. These priorities reflect a balanced approach to continue delivering for the community, while embedding financial discipline and long-term sustainability into every decision.

    1. Albury is a vibrant city situated on the northern banks of the Murray River in the Riverina region of south-eastern New South Wales.
  13. Spanning an area of 305.6 square kilometres, Albury is strategically positioned 300 kilometres north-east of Melbourne and 570 kilometres south-west of Sydney.
    1. AlburyCity is growing rapidly. It has sustained an average population growth of more than 1.3% annually since 2019, in comparison with the regional NSW growth rate of 0.9%. Projections indicate our population is growing annually by around 800 people, or over 300 dwellings each year.
    2. We are one of Australia’s fastest growing regional cities and people want to live, work and invest here. To underpin this growth, we need affordable infrastructure that delivers essential services, while supporting sustainable growth across our whole community to keep pace with demand and community expectations.

  23. Linked by the mighty Murray River, the historic twin cities of Albury and Wodonga provide a gateway to a delicious regional food scene, endless outdoor adventure and a thriving arts culture. With NSW and Victorian snowfields and the Rutherglen wine region nearby, this region makes a great stopover on the Sydney-Melbourne drive at any time of the year. There’s plenty on offer for you to linger longer in this area that’s always in season.
  24. Whether you’re looking to explore adventurously and push your limits, or maybe tap into wellbeing and rejuvenation, you’ll find it on and around the Murray River and Lake Hume. Vistas of surrounding hills, many trails for walking and mountain-biking, walking and relaxing in the many parks and gardens – it’s all on offer nearby. Then it’s just a day trip to the mountains, wineries and rural farmsteads for total natural immersion. There’s fresh air to breathe, adventure on tap, and beauty to behold for every outdoorsy soul.
  25. The Murray River is our natural playground. Go swimming, kayaking, paddle-boarding and cycling at Noreuil Park and along the Riverside Precinct. Explore the beauty of the river by hiring a canoe or joining a guided tour. Kids will love the Oddies Creek Play Space with its 30m flying fox.
  26. Cycle or walk the Wagirra Trail, an eight-kilometre journey along the river that captures the birdwatcher’s paradise of Wonga Wetlands and the Yindyamarra Sculpture Walk, which tells the story of Aboriginal history and the cultural significance of the Murray River.
  27. The best of fresh local produce awaits at the Albury Wodonga Farmers Market, held every Sunday. Explore the local events for more markets, shows, festivals and exhibitions. Check out a show at the Albury Entertainment Centre, see an exhibition at the Albury LibraryMuseum or the Murray Art Museum Albury (MAMA), or experience the creativity of the annual Write Around the Murray festival each September.

      1. The Position The Chief Executive Officer (CEO) is the key role within AlburyCity, providing overall leadership for AlburyCity's operations, through high level strategic direction, strong collaboration, prudent financial management, promotion of the organisation and its success, as well as maintaining an effective link between Council and the broader organisation.
        1. Provide strategic direction to the organisation consistent with AlburyCity plans and policies.
        2. Inspire and lead Our People through fostering an innovative, high performing, productive and collaborative culture.
        3. Foster an inclusive work environment that focuses on positive, respectful and effective working relationships.
        4. Deliver a holistic and collaborative approach across AlburyCity, ensuring the delivery of high quality and community focused services.
        5. Promote high level performance and accountability across AlburyCity through effective performance management approaches.
        6. Lead the Executive Leadership Team to deliver on its Terms of Reference and drive the strategic direction of AlburyCity.
        7. Encourage innovation to improve productivity and maximise operating efficiencies through the use of technology, contemporary leadership and change management practices.
        8. Drive and deliver city/regional advocacy and maximise community leadership opportunities.

  35. Ensure delivery of positive financial outcomes through sound and effective budgeting, financial and business management and reporting.
  36. Observe requirements of the WHS Legislation, relevant to the job, and role model AlburyCity Safety Policies and Procedures.

    1. This position is covered by the Office of Local Government Standard Contract of Employment for General Managers of Local Councils in NSW.
    2. Based on a 35 hour week. Standard days and times are Monday to Friday, 8.30am to 5.00pm, however it is expected that the CEO will work those hours necessary to ensure the successful achievement of work outcomes and performance standards.
    3. Attend Council meetings as needed in accordance with the Council Business Meeting cycle.
    4. Attend meetings and events outside of normal business hours.
    5. A fully maintained vehicle is available with access to private use under AlburyCity's Leaseback Program. Alternatively, employees may enter into a Novated Vehicle Lease as part of the overall remuneration package.
      1. Post Graduate qualifications in Leadership, Management or associated discipline.
      2. Class C Driver's Licence.
