11. POSITION DESCRIPTION CHIEF EXECUTIVE OFFICER
    1. POSITION OBJECTIVE
       1. The Chief Executive Officer is Councils principal staff officer, strategically leading and managing the operations of Council to provide services to the community in accordance with its Vision and Values, statutory and regulatory requirements, and strategic objectives.
       2. The position is required to:
       3. Ensure effective partnerships are established between Councillors, Council staff, and the community.
       4. Lead and develop a highly motivated professional team dedicated to excellence and high performance, with a commitment to achieving Council objectives.
       5. Initiate, develop, and implement sound commercial and financial practices for the long-term benefit of the Region.
       6. Provide leadership and direction to Council and the Executive Leadership Team (ELT) to ensure the development of a shared vision and clear strategic direction for Council.
       7. Provide quality management and advice on the development and implementation of policy to the Mayor and Councillors.
       8. Manage risk and ensure that Councils operations and decision-making processes comply with relevant statutory requirements.
12. KEY RESPONSIBILITIES:
13. Develop and implement programs to encourage the exposure and deterrence of misconduct, fraud and corruption and ensure that a program of continuous improvement is established and implemented by all third level management positions.
14. Ensure development and maintenance of appropriate systems, procedures, and performance standards.
15. Provide timely advice to the Council of financial implications of policy determinations with no significant oversights.
16. Exercise management oversight to ensure the department operates within Budget by providing proper management of Council’s assets and keeping the Council informed of its financial status.
17. Ensure appropriate financial planning and take a proactive role to identify financial strategies and opportunities to continually improve the financial position of Council.
18. Prudently manage expenditures by Council within budget constraints and funding guidelines and ensure all Executive Managers manage their own approved departmental budgets.
19. Continue to develop and monitor a customer relationship focus across the organisation, ensuring that services are delivered in compliance with all statutory and contractual obligations and in accordance with community expectations.
20. Ensure that Council is staffed to meet operational needs and service growth within budget constraints. Establish and regularly review organisational structures, communication channels, and decision-making delegations to ensure productive, efficient, and accountable work practices and sound employee relations are formed
21. Foster strong working relationships with existing and potential governmental and community stakeholders as well as funding agencies to continue to promote the Council, attract grant funding, and improve services to the community.
