  16. LANE COVE AT A GLANCE
  17. Lane Cove is an attractive place to live because of its leafy harbourside environment, village atmosphere and its safe, neighbourly culture. It is conveniently located close to public transport, in close proximity to the business centres and shopping districts of Sydney’s CBD and the North Shore.
  18. Lane Cove Local Government Area is in an area of 10.5 square kilometres with 16 kilometres of river foreshore, about two thirds in public ownership.
  19. The estimated resident population for the Council area now exceeds 42,000. Located on Sydney’s lower north shore, Lane Cove LGA includes the suburbs of Greenwich, Lane Cove, Lane Cove West, Lane Cove North, Linley Point, Longueville, Northwood, Riverview, and St Leonards.
  20. According to Census Data, in Lane Cove, 61% of people were born in Australia. The most common countries of birth outside of Australia, are China, England, India, New Zealand, and Hong Kong. The three most commonly spoken languages at home other than English are Mandarin, Cantonese and Spanish.
  21. Census Data also shows the median age of people in Lane Cove is 37 years. Children aged. 0 – 14 years make up 17% of the population and people aged 65 years and over make up 13% of the population.
  22. The majority of residents live in multi-unit dwellings, yet everyone in the region lives within 500 metres of local bushland with Open Space comprising 14 percent of the area, approximately 150 hectares in total.

        1. The Director – Operations provides strategic leadership and operational oversight of the Operations Directorate, ensuring the effective planning, delivery, maintenance and management of critical community infrastructure, assets and essential services. The Directorate is responsible for a diverse portfolio including facilities management, asset management, open space management, civic services and commercial operations, including Council’s property portfolio.
        2. As a key member of Council’s Executive Leadership Team, the Director will make a significant contribution to achieving Council’s vision, values and corporate objectives. The role will lead the development and implementation of key strategies, asset management frameworks and operational plans, ensuring Council’s infrastructure and services are well planned, sustainable, fit for purpose and responsive to the evolving needs of the community.
        3. The Director will champion a culture of customer-centricity, continuous improvement, innovation, collaboration and accountability, with safety at the forefront of all operations. Through strong strategic and operational leadership, the role will drive service excellence, optimise the use of Council’s assets and resources, build organisational capability and ensure the Directorate is positioned to meet current and future community needs.

        2. Work collaboratively with the General Manager and other Directors to provide inspiring leadership that supports a high-performing organisation, with an emphasis on safety, customer centricity, continuous improvement, and future readiness.
  24. Collaboratively lead the development and implementation of contemporary medium to long-term strategies and business plans aligned with the Community Strategic Plan.
  25. Monitor and continually improve the Directorate’s capacity and capabilities to ensure effective, fit-for-purpose operations and outcomes.
  26. Governance, Policy & Council Relations
  27. Work effectively and transparently with the elected Council to formulate and implement sound strategy and policy, considering community needs and long-term financial sustainability.
  28. Ensure the Directorate’s practices align with sector best practice, current legislation, and regulatory requirements.
  29. Oversee the implementation of project management methodologies and practices within the organisation.
  30. Financial Management & Sustainable Decision-Making
  31. Lead the development and execution of long-term strategies and business plans aligned with the Community Strategic Plan, ensuring sustainability, operational efficiencies, and future growth.
  32. Oversee Directorate budget planning and management, ensuring reliable, accurate, and timely financial insights and reporting to support sustainable decision-making.
  33. Oversee Council’s long-term asset management planning and delivery.

  35. Lead, manage, coach, and develop a team of leaders to engage and guide staff and teams in achieving organisational goals.

  47. Oversee the development and implementation of traffic and transport strategies that enhance connectivity, improve safety, and support sustainable transport options.

  49. Oversee the planning, delivery maintenance, and enhancement of public spaces, sport and recreation facilities, council facilities and public infrastructure to create a well-presented, accessible, and high-quality environment.
  50. Capital Project Delivery & Civil Works
  51. Drive the successful planning and execution of capital projects and civil works, ensuring timely, cost-effective, and high-quality infrastructure outcomes that meet community needs.

    2. Tertiary qualifications in a relevant discipline.
    3. Skills/Experience
    4. Extensive experience, including at an Executive level with demonstrated success leading and developing senior leadership teams in complex and diverse public sector environments.
    5. Demonstrated capability to navigate complex political environments and provide effective and politically astute leadership.
    6. Experience and demonstrated success in managing organisational resources, including finance, people, technology, assets, and risk.
    7. Inspiring leadership with a demonstrated ability to align strategic direction and operational service delivery and build and sustain an engaging and high performing organisational culture.
    8. Proven ability to lead change and implement continuous improvement mindset to drive efficiency and effectiveness.
    9. Proven ability to critically evaluate community needs, trends and priorities to inform strategic planning.
    10. Superior interpersonal and communication skills, with strong emotional intelligence, and a proven ability to navigate complex interpersonal dynamics and to build trusted relationships and influence at all levels.
    11. High level analytical and problem-solving skills with a focus on outcomes and innovation.
    12. Demonstrated ability to collaborate, influence and advocate with diverse stakeholders including elected members, local MPs, regional and state organisations, local community groups and business leaders, and the general public.
    13. Demonstrated experience in the delivery of capital and civil infrastructure projects.
