    1. Scenic Rim is a unique and truly special region, in the heart of South East Queensland. Known for its spectacular scenery, robust economy, strong community spirit and fascinating history, the region is growing and this plan seeks to maintain quality of life for our residents while creating new opportunities for the region.
    2. The region covers an area of 4,254 km2 and is located within South East Queensland. Scenic Rim encompasses the region’s chain of mountains, plateaus and peaks that extends from the coastal hinterland in the east to the Great Dividing Range in the west. Scenic Rim Regional Council was formed in 2008, following local government amalgamations.
    3. Built on the strength of its natural features and landscape, its strategic location and its lifestyle attributes, the Scenic Rim’s success will be defined by a diversity of competitive businesses, a skilled and capable workforce, a vibrant visitor economy and thriving communities. The Scenic Rim is geographically in a unique position within the broader South East Queensland region and indeed the State.
    4. While Beaudesert is the site of the main Council offices, the region has many other towns, each with their own character and history. The region has strong connections to other centres across South East Queensland including Ipswich (through the Cunningham Highway), Logan (through the Mount Lindesay Highway) and the Gold Coast (through Tamborine Oxenford Road and Beaudesert Nerang Road). The main centres of Beaudesert, Canungra, Boonah and Tamborine Mountain act as key service centres for the region and are generally aligned to their main transport linkages.
    5. The regional economy is diverse in nature and is reliant upon the sectors of agriculture, tourism, key service sectors and construction, which service the ongoing population growth. The region has a vibrant and growing tourism sector as well as a budding wine, craft beer and spirits industry. In the western portion of the region, vegetables, cattle and dairy farming are the leading industries. The central section of the region caters for manufacturing and industrial activities as well as turf farming.

    6. The Scenic Rim (Local Government Area) has approximately 46,000 residents (ABS 2024 estimate), projected to increase to 67,000 by 2041.
    7. There are 17,251 jobs located in the Scenic Rim and 21,969 employed residents, with around 40% of working residents travelling to locations outside the region to work.
    8. There is a need to plan for an additional 11,000 dwellings and at least 7,600 jobs in the region by 2041.
    9. The Scenic Rim LGA has an unemployment rate of 4.0% (March 2025) compared to 3.8% for Regional QLD and 4.0% for Queensland.

    2. There are 4,951 businesses in the Scenic Rim LGA, most of which are small businesses and two-thirds of which are non-employing.
    3. Key industries (in value and employment terms) include agriculture, tourism, health, education, construction and public administration.
    4. In 2024, the Scenic Rim’s Gross Regional Product (GRP) was $2.5 billion, up 1.4% on the previous year and up 2.4% pa on average over 10 years.

      1. Position Objectives The Manager Transport and Assets provides strategic leadership and direction in the planning, delivery, and maintenance of Council’s transport and infrastructure assets. This role ensures that services are delivered safely, sustainably, and efficiently to meet the evolving needs of the community. The position drives innovation and continuous improvement across asset management, capital delivery, road maintenance, and design services, embedding resilience, digital transformation, and sound financial management. Through effective leadership and collaboration, the Manager fosters a high-performing and customer-focused culture that promotes safety, accountability, and the wellbeing of staff and the community.
      2. Key Responsibilities Fulfil the accountabilities of this role in accordance with Council values and as varied from time to time to achieve Council's Strategic direction and Operational requirements and Corporate Plan outcomes. Key responsibilities include the following:
      3. Provide shared leadership in partnership with the Director Infrastructure Services and peers to ensure organisational performance is aligned to delivery of Corporate and Operational Plans.
      4. Provide leadership, management and transformational change and direction to the Transport and Assets Department to ensure the effective delivery of policy, planning and service functions on behalf of Council and the community.
      5. Lead asset management, capital works program development/delivery, road corridor management, engineering functions, works, maintenance and construction teams effectively and efficiently on behalf of Council.
  16. Oversee and integrate the functions of Asset Management, Capital Works, Design and Survey, Road Corridor Management, Road Maintenance, Structures and Drainage, and Works Teams to ensure cohesive planning, delivery and maintenance of Council’s infrastructure network.
  17. Initiate, develop, implement and continually improve sound business practices, supported by sustainable financial practices for the long term benefit of the community and Council.
  18. Oversee the research, development and implementation of strategies, policies and procedures for the Transport and Assets Department that provide Council with a procedural framework in which to operate.
  19. Ensure the Transport and Assets Department provides expert and timely advice to the Chief Executive Officer, Directors, Managers, Mayor and Councillors, and other Council staff as required, in accordance with Council and statutory requirements.
  20. Represent Council in discussions and negotiations with Federal and State government agencies, other local governments, private sector proponents and other stakeholders, including community members.
  21. Critically analyse regional issues and proposals.
  22. Prepare timely and well-researched advice, briefings, reports, submissions and correspondence on Transport and Assets issues.
  23. Ensure ongoing identification, assessment and management of risks to the operation of the Transport and Assets issues.
  24. Actively build team activities and support the efforts of individuals across the organisation.
    1. Demonstrate leadership to individuals and groups to achieve goals and objectives and coach staff through training and development activities related to current or future work.
    2. Develop and inspire individual team members towards goal achievement.
    3. Effectively communicate with different levels of the organisation from Mayor, Councillors, Directors, Managers, team members of operational staff, government agencies and the public.
    4. Comply with Council policies, procedures and instructions to deliver quality and safe services.
    5. Maintain accountability and appropriate use of information systems and maintain vigilance to comply with record keeping requirements.
    6. In accordance with the Work Health and Safety Act 2011, take reasonable care for your own health, safety and wellbeing and take reasonable care to protect the health, safety and wellbeing of others.
    7. Skills, Knowledge and Experience Formal Qualifications/Technical Skills
    8. Tertiary qualifications in engineering, business, or a related discipline, as well as significant management experience relevant to the position.
    9. Ability to legally operate a motor vehicle under a C Class Licence.

    11. Demonstrated high level communication, negotiation and interpersonal skills and proven ability to manage and interface in the public and private sector environments.

    2. Contribute to the overall TRIFR Target by taking reasonable care for his or her own health and safety and taking reasonable care that their acts or omissions do not adversely affect the health and safety of other person

    6. Lead at least one initiative that promotes a better WHS culture
    7. Health Surveillance
    8. Council supports the health and wellbeing of its employees through voluntary participation in health surveillance and preventative health programs, which may include:
    9. health assessments relevant to identified workplace risks
    10. While participation in these programs is not mandatory, employees are strongly encouraged to take part as a proactive measure to manage workplace health risks.

    3. Has financial delegations in accordance with Council's Delegations Register.
