      1. Position Summary The Manager Road Services is accountable to the General Manager Infrastructure & Environment for providing leadership in relation to planning, project management, design and delivery of capital works and maintenance. This work mainly relates to roads and drainage infrastructure including the development and implementation of technical standards and systems and the provision of technical services support.
      2. At a functional level, the Manager Road Services is responsible for and provides advise to Council on all matters relevant to:
      3. Project Engineering (Civil and Development)
      4. Project Management
      5. Design and Technical Services
      6. Road and Stormwater Construction
      7. Road and Stormwater Maintenance
      8. Contract Management, costing and reporting (including Road Performance Maintenance Contract (RMPC))
      9. Other services & functions that may be added from time to time.
      10. This key role contributes leadership to the Infrastructure and Environment department and as a member of the Leadership Team (LT) contributes to organisational strategic planning and policy development.
    1. Ensure timely and accurate reporting to executive management and Council to support informed decision making.
    2. Provide expert and timely advice on strategy and policy issues to Council, executive management, customers and other stakeholders with a focus on sound, accountable and transparent decision-making and effective communication.
    3. Foster an integrated approach to capital works and infrastructure maintenance programs in partnership with key stakeholders across Council.
    4. Develop and maintain effective and productive partnerships and relationships with internal and external stakeholders including promoting regular engagement to ensure consistency and balance in policy, delivery of services and decision making.
    5. Lead the preparation, monitoring and adjustment of the departmental budget ensuring key financial and procurement policies are adhered to.
    6. Lead the development of innovative solutions and attraction of new funding sources to bridge the funding gap for road infrastructure.
    7. Take a commercial approach to work outputs and activities.
    8. Ensure that performance and compliance is aligned to the maintenance of the Department of Transport & Main Roads (DTMR) accreditation.
    9. Develop an environment that fosters a strong sense of team spirit and a commitment to personal and professional development and a safe working environment.
    10. Promote a culture of quality, performance and continuous improvement, and encourage initiative and innovation to improve outcomes.
    1. Model the highest standards of ethical and professional behaviour and act with integrity and confidentiality whilst representing Council internally and externally.
  17. Adhere to all legislative frameworks, rules, Council policies and guidelines.
  18. Prepare and submit reports for Council and the Executive Leadership team as required.
  19. Be familiar with and undertake all work in accordance with relevant policy and legislation, including:
  20. TRC's Safety Management System - TRC's Code of Conduct, Council's Local Laws, Values and Behaviours, the Local Government Act 2009, Anti-discrimination and Privacy legislation, Purchasing and Procurement; and
  21. Comply with all Workplace Health & Safety Legislation, and other relevant policies, procedures and legislation.
  22. Follow reasonable directives to maintain critical business activities in the event of an unplanned disruption, including but not limited to a disaster.
  23. Other responsibilities as reasonably expected.
  24. Delegated Authority Decisions are to be made in accordance with the Delegations of Authority as set out in separate instruments of delegation from Council.
  25. Selection Criteria Essential
  26. Demonstrated leadership and management skills and experience within a complex, multi-disciplinary environment, focussed on optimising customer service, productivity and organisational culture.
    1. Significant experience in successfully delivering strategic, policy and operational outcomes in relation to road service delivery, technical services and project management, including financial management and budgeting, contract management, human resource management, planning, design, construction and maintenance.
    2. Superior communication and interpersonal skills, including a proven track record in developing effective relationships with a diverse range of internal and external stakeholders.
    3. Qualifications
    4. Relevant tertiary qualification(s).
    5. Highly developed project and contract management skills.
    6. Significant relevant work experience at senior management level (preferably 7 years plus, in a local government environment and relating to technical or engineering functions).
    1. Due to the delegation level of this position a criminal history check is required as part of the pre-employment screening.
    2. The successful completion of a Pre-Employment Medical Assessment (including drug and alcohol screening) is required before any offer of employment.
    3. This role requires evidence of skills and qualifications and the possession of a current Drivers Licence.
    4. There is also the requirement to provide a statement of interest and declare potential conflict of interests.
