        1. Upper Hunter Shire is in the Hunter region of New South Wales, around 250 kilometres north of Sydney. It is bordered by Liverpool Plains and Tamworth to the north, Mid- Coast and Dungog to the east, Singleton and Muswellbrook to
        2. the south, and Mid-Western and Warrumbungle to the west. The Shire is a predominantly rural and encompasses a total land area of about 8,100 square kilometres, of which a large proportion is national park and nature reserves. Most of the rural area is used for grazing, dairy farming, horse studs and cropping. The main townships are Scone and Aberdeen to the south, Murrurundi to the north and Merriwa to the west. Nestled among our main townships are many local villages and rural communities.
        3. The Shire is a vibrant rural community, with an economy anchored in cattle, sheep, pig, poultry and cropping industries, supported by a globally recognised
        4. thoroughbred breeding sector. It also benefits from artisanal producers and a strong agribusiness supply chain. While agriculture remains the foundation,
        5. the region is increasingly embracing tourism built around its history, natural landscapes and the appeal of country living.

  11. Only a short 90-minute drive from Newcastle and three hours from Sydney, the Upper Hunter Valley offers visitors a true country experience.
    1. Some of the Upper Hunter's generous 8,100 square kilometres is devoted to national parks and nature reserves, as well as grazing, cropping, dairy farming and horse studs.
    2. The region is rich in wildlife, with an abundance of birds and native animals.
    3. We also have an enticing selection of award-winning food producers, boutique, cafés and restaurants. There is an annual calendar of festivals and events to experience and enjoy.
    4. The region is famous as the Horse Capital of Australia and is home to many world-renowned horse studs and the headquarters of the Australian Stock Horse Society.
    5. The Upper Hunter is also the gateway to the rugged wilderness of the world heritage-listed Barrington Tops National Park where you can lose the worries of the outside world and embrace its rivers, forests and mountainous countryside. Nearby, Lake Glenbawn offers fishing, water sports, and boating, with some gorgeous picnic spots to relax and sample our region's food and wine.

        1. The Director Corporate Services provides:
        2. An integrated and strategic approach for the operation and delivery of services for the group and organisation.
        3. Provide a coordinated link between the group and the General Manager, and through the General Manager to the Council, Councillors and Community.
        4. Provide organisational leadership and create a working environment that focuses on the efficient and effective delivery of Council services and achievement of organisational goals.
        1. Encompassing the vibrant towns and
        2. communities of Scone, Aberdeen, Merriwa
        3. and Murrurundi and many smaller villages, the
        4. Upper Hunter Shire covers about 8,100km2,
        5. with a population of approximately 14,500
        6. people. The Upper Hunter Shire is a diverse,
        7. scenic region and a great place to live and work.

    9. Previous Local Government experience.
    1. Oversee and manage Council’s governance and integrated planning frameworks and processes.
    2. Develop, manage and implement Council’s Business Continuity planning processes.
    3. Provide advice and guidance to the General Manager, Mayor and Council on management issues and matters of procedure and policy relevant to the group.
    4. Communicate and report to the General Manager and Council on any matters which may affect operations of the Council or its relationship with ratepayers or the general public.
    5. Preparation of the group’s Draft Delivery Program and Operational Plan and Budget for approval by Council.
    6. In conjunction with Senior Management group develop, maintain and review the Community Strategic Plans and Council’s Delivery Program and Operational Plans.
  27. Monitor progress of the group’s Delivery Program and report to Council monthly on the implementation of the Plan.
  28. Oversee the financial control of the group and operation of the budget, including cost inputs such as labour, plant and supplies.
  29. Provide governance, compliance and financial guidance and direct managers within the group in meeting their position objectives.
  30. Assist in the management, development and implementation of measures to ensure the provision of effective internal and external customer services.
  31. Ensure work practices and processes within the group are subject to ongoing review and modification and innovations to facilitate service and performance improvement are fully assessed and, where appropriate, are adopted and implemented.
  32. Develop, implement and manage processes for ensuring all stakeholders, including staff, are encouraged to participate in the planning, service delivery and service/work practice review activities conducted within the group and co-ordinated across the organisation.
  33. With the Senior Management Group develop policies and administrative principles pertaining to the Corporate Services group.
  34. Liaise, where appropriate, with other local authorities and government instrumentalities to promote cooperation and coordination.
  35. Attend Council meetings and associated committees, deputations and conferences as required.
  36. Participate as an active member of the Senior Management Group.
  37. Ensure appropriate systems are established and actions taken to implement the Council’s Work Health and Safety requirements.
    1. Support the General Manager and the Senior Management Group in the development and maintenance of an ongoing organisational development program, including performance reviews, salary systems and staff training programmes.
    2. Ensure group staff comply with all statutory and common law obligations and responsibilities.
    3. Represent Council as requested by the General Manager.
    4. Comply with all reasonable and lawful orders, delegations and directions of the General Manager.
    5. Act as General Manager as and when directed by the General Manager.
    6. Perform the duties of Public Officer.
    7. Actively promote and encourage a good public image of Council.
    8. Other duties as directed, within the skills and capabilities of the employee.

    2. Provides strategic corporate leadership and governance across the organisation, including governance and compliance, integrated planning and reporting, corporate policy framework, privacy and information access (GIPA and FOI), insurance, business improvement and organisational governance.
    3. Business Services
    4. Leads Council's commercial operations and economic development initiatives, including the saleyards, airport, property management, investment attraction and partnerships that support sustainable economic growth and community prosperity.
    5. Finance
    6. Provides strategic leadership and oversight of Council's financial management functions, ensuring strong financial governance, long-term financial sustainability and legislative compliance. As the organisation's Chief Financial

  39. Responsible for the provision of professional expertise to Council, management and the group.
  40. Ensure all financial records comply with the requirements of the internal controls and operational policies as adopted by the Shire.
  41. Provide professional advice on the formulation and development of the strategic planning direction of the organisation in accordance with adopted future vision strategies.
  42. Provide professional and technical advice to the organisation and staff to enable policy formulation on all issues within the organisation.
  43. Proactively contribute to the overall effectiveness and efficiency of the organisation through the Corporate Services Management Team.
  44. Lead the division to establish, review, monitor and improve organisation policy and procedures.
  45. Actively participate in relevant external committees and address community groups as required.
  46. Provide all necessary support to the General Manager, including acting in the position if required.

  50. Budget control, preparation and management of the group’s finances.

  52. Create the annual operational plan for the organisation and set individual objectives for direct reports.
  53. Attend Management forums and training as required.
  54. Introduce and implement changes to operations to improve productivity and customer service levels.
  55. Keep up to date with work health and safety matters.
  56. Have an understanding of the nature of the work the organisation does and stay aware of the risks workers and volunteers may face when working for the organisation.
  57. Ensure and verify the organisation has available for use, and uses, appropriate resources and processes to eliminate or minimise risks to health and safety.
  58. Ensure and verify the organisation has processes in place for communicating and considering information regarding work health and safety and responds to the information.
  59. Ensure and verify the organisation has, and implements, processes for complying with any duties and requirements under work health and safety (WHS) law.
