Moree Plains Shire Council acknowledges and pays respect to the traditional owners of the lands where we live, work as well as across the lands we travel. Moree Plains Shire Council recognises the different spelling and pronunciations used to represent the original inhabitants of the Moree Plains Shire. The word Gamilaroi will be used.
The opportunity is to be the Manager Roads & Transport for our 17,500 km2 Shire in the North West Slopes of NSW as a part of your local government career.
There is plenty to do and achieve for yourself as a local government manager, our 13,900 residents and support our agriculture based economy.
Moree Plains Shire is located 640km northwest of Sydney and 473km southwest of Brisbane in North West NSW, covering an area of 17,930 km2.
Moree is our major town centre, abuzz with business opportunity, tourism and culture. Our community members are spread out across the Shire on agricultural holdings and in the border towns of Mungindi and Boggabilla, as well as the unique rural villages of Ashley, Biniguy, Boomi, Bullarah, Garah, Gurley, Pallamallawa, Terry Hie Hie, Toomelah, and Weemelah.
We are the most productive agricultural Shire in Australia. Home to the renowned black soil plains and abundant water supply, we boast strong agricultural industries in cotton, grain, oilseeds, livestock and agTech.
The Mehi, Gwydir, Barwon and Macintyre rivers flow through the Shire and the bore water of the Great Artesian Basin is a major tourist attraction and community asset.
Moree Plains is a dynamic and progressive community, on the cusp of game-changing growth and opportunity with the construction of the Inland Rail and the NSW Government’s investment into the Moree Special Activation Precinct (SAP). The SAP is projected to switch the Shire’s population from declining to growing and is expected to attract an extra 4500 people to Moree Plains by 2041. It is our challenge to capitalise on this growth and investment.
Founded upon Gamilaroi land, we have a rich Aboriginal heritage and are home to several discrete Aboriginal communities managed by the various Local Aboriginal Lands Councils (LALC). The Manager Roads & Transport leads the strategic planning and asset management of Council’s roads and transport operations and facilities to maximise value and functionality. This role oversees effective condition inspections, asset forecasting, budgeting and lifecycle planning in line with Council policies. The role develops and maintains road infrastructure Asset Management Plans, ensuring a holistic approach to maintenance, renewal and repair across the Moree Plains Shire and operational delivery of maintenance and capital programs. The role also oversees the preparation and implementation of a Business Continuity Plan for road pavements and surfacing and drives logistical support for emergency services.
Approve weekly timesheets and provide direction and guidance to direct reports.
Act as the first point of contact for team enquiries and organisational resourcing matters for direct reports.

External agencies such as Superintendents of Operations and Maintenance - State Highways, Local Roads and flood damage programs.
Degree-level qualification in Civil Engineering, Engineering Science (Transport Engineering), with Asset Management modules/additional certifications, or a related discipline.
Extensive practical experience in roads and transport services with developed skills in construction and maintenance of civil infrastructure combined with a working knowledge of Asset Management and Integrated Planning.
